Responsibilities

PRIMARY PURPOSE

Provides support to the HR Management Team and Labour Relations Advisor by compiling a variety of research, analysis and special projects. Maintains and continuously improves the LR database.

KEY ACCOUNTABILITIES

Conducts research, analysis of data and provides cost analyses (in conjunction with Finance) to enable HR Management  staff  and negotiation committees to make informed decisions on policy, collective agreement proposals, administration and interpretation, grievances, arbitrations and workplace LR issues.

Responsible for the administration involved in the implementation of the Collective Agreement, following Collective Bargaining.

Establishes network and contacts within the LR and transportation communities to share and exchange information regarding LR issues, practices and policy. Conveys information on best practices to the HR Management Team.

Researches and compiles special and ad hoc reports and recommendations on issues related to planning, policy, collective agreement clause history, past practices etc.

Maintains and continuously improves Labour Relations database by summarizing case files and entering data. Analyzes and prepares reports on specific Labour Relations matters, as requested.

Consolidates and compiles vetted copies of LR files requested under (FOIPPA) Freedom of Information & Protection of Privacy Act and provides them to the Information Access Coordinator.

Qualifications

EDUCATION AND EXPERIENCE

The requirements for the job are typically acquired through a Bachelor’s Degree in Human Resources or Labour Relations and four (4) years of experience involving research, statistical analysis and database management, preferably in a similar environment.

OTHER REQUIREMENTS

Sound working knowledge of the concepts, principles, practices and techniques pertaining to Human Resources, particularly to Labour Relations, including conflict resolution processes, grievance processes, appeals, and expedited arbitrations.

Good working knowledge of the collective agreement, relevant employment standards, and other regulatory requirements.

Solid communication and analytical skills to conduct research, analyze large volumes of data and make recommendations in support of collective bargaining, conflict resolution processes and other labour relations issues.

Some knowledge of Freedom of Information & Protection of Privacy (FOIPP) Act

Solid time management and organizational skills to complete requests, within specific timeframes

Strong working knowledge of MS office applications and the relevant HR systems and modules.

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

This is a full-time temporary position for 12 months.

Work Designation

Hybrid

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

Salary starting from $69,250 per annum

The Total Compensation Package includes Extended Health, Transit Pass and enrollment in the Public Service Pension Plan upon eligibility.
