JOB DESCRIPTION
Duties:
The Commercial and Claims Specialist is a senior, experienced contract/commercial management professional with a proven ability to lead/support the management of complex claims/issues through strategic thinking and influential leadership.
Site C is a complex project and there are extensive interfaces and overlapping work between subprojects and contracts requiring:
- Structured Decision Making
- Identification & assessment of commercial impacts of technical and construction options • Investigations and analyses
The Specialist leads/supports the Commercial Management functions within the Site C Dam Site Commercial Management for specific claims/issues on a major contract basis, ensuring quality and consistency of deliverables, ensuring strict adherence to documentation sequence for governance requirements/approvals and developing and maintaining associated processes and tools.
The Specialist will work closely with the Senior Managers in Site C Commercial Management, Sub-Project Directors of major contracts and the applicable disciplines leads within the Site C Project to provide strategic input, support and guidance and to address documentation and approval requirements on the specific claims/issues that have been assigned.
Key responsibilities include:
* Provide consultation and sound advice on BC Hydro’s position with respect to the validity, and impact, of any potential claims from contractors, assigned for review and coordination.
* Develop strategies to ensure preservation of BC Hydro entitlements through effective and timely application of contractual mechanisms.

* Support in preparation of numerous documentation required for claim/issue resolution or dispute.
* Liaise with appropriate disciplines to understand, identify and have quantum calculated associated with claimed events, delay costs, and schedule impact.
* Support/Lead the negotiation and settlement of claims/issues.
* Support/coordinate specific claims/issues and ensure the required functional teams involvement for review and approval is appropriately time phased, where assigned.
* Identification of perceived risks associated with the review and analysis of the specific claim/ issue being worked.
* Analyze issues, evaluate options and provide recommendations to management (cost, schedule, legal exposure) on the claim/issues assigned with the appropriate support from the functional disciplines.
* Ensure consistent methodology and processes for claims/issues being managed. * Coordination/support with data analytics, financial analysis, validation of claims, etc.
* Support to subproject teams, where required. Liaison with Legal and other Site C Project Contract Manager’s/CP’s on formulating responses to claims ensuring consistency of responses across all contracts of the project, dependent on the specific terms and conditions of each contract, where applicable.
* Ensure delivery, quality and consistency of commercial management deliverables, and identify any enhancement of commercial management functions that support team effectiveness and efficiency.
* Ensure and support a safe, inclusive and harassment free work environment.
* Engage and collaborate with internal or external legal advisors on contract management issues where significant legal or financial implications may arise.
* Provide leadership, coaching and mentoring to develop skills and knowledge within the Commercial team.
Qualifications:
* University degree in business, engineering, law or related discipline.
* One or more professional designations/certifications (i.e. PMP, SCMP, IACCM) would be an asset.
* Strong technical background with competency in engineering and design would be an asset.
* 10 years of contract management/supply chain experience in supporting projects with complex construction contracts, or equivalent combination of education and experience.
* Demonstrated experience leading the management of complex contracts, claims and negotiations.

* Demonstrated knowledge and results in developing and implementing new
* Strong communication (verbal/written) and analytical skills.
* Experience operating within crown corporations or government environments and familiarization with the Utility industry sector would be beneficial.
ADDITIONAL INFORMATION
* A condition of employment for this job is that you maintain the following requirements in good standing:
Driver’s License Type = Class 5
* This is a Full Time Temporary position with an expected end date of March 2025.
* This position is to be located in Fort St. John and/or Vancouver (Dunsmuir), however if based in Vancouver, regular travel to site may be required.

Flexible work model role definitions

Our four role types identify the degree of flexibility an employee could have to work from home based on the type of work they do. The flexibility for an individual job is up to the manager for each position and the operational requirements. Employees also have the right to work full-time from the office if they prefer. All of our roles require at least some in-person time.
IBEW/Field – No option to work from home
Resident – Works primarily (4+ days per week) in the office.
Hybrid – May be able to work from home up to 3 days per week.
